Venture Southland, on behalf of Environment Southland, Invercargill City Council, Southland District Council, Gore District Council, Transit New Zealand, South Port and OnTrack, commissioned GHD Ltd to assess the current situation of Southland’s transport network and prepare an integrated regional transport infrastructure report for the region. The report was completed in December 2005. The study aimed to examine the major transportation issues identified by stakeholders, the extent of challenges facing owners of the transportation infrastructure, and provide recommendations as to what actions need to be undertaken. Part of the study involved a close evaluation of the current situation surrounding State Highway 94 (SH94), the Milford Road. The GHD study considered numerous transportation options proposed to mitigate some of the issues that were identified. At the time of the study’s completion, the Milford Dart Tunnel option was not available to be considered as the proposal became public after the submission date of the GHD report. Venture Southland therefore commissioned GHD to prepare an addendum to the Southland Integrated Transport Study that specifically considers the Milford Dart proposal within the overall context of the Southland Integrated Transport Study and the Milford Road Report. The addendum was completed in June 2006.
